Eligibility Criteria and Education Requirements
- Individual Legal Consultant: LL.B. from an HEC-recognized university and valid Advocate High Court licence/enrolment. Applicants must have at least five years of post-enrolment legal experience, including legal drafting, vetting and research. Relevant experience includes NAB matters, trials, bail, Special Courts, labour and industrial relations, civil litigation, tribunals and High Courts.
- Senior Individual Legal Consultant: LL.B. from an HEC-recognized university, Advocate High Court licence with at least 15 years’ standing, and at least 20 years of continuous litigation practice. Applicants must have the right of audience before the Supreme Court, current recognized Bar membership and prior experience as a Legal Advisor in a public or semi-government body. Experience in service and disciplinary matters, land, property and regulatory disputes, and contract drafting and vetting is required.
Experience must be supported by documentary evidence.
Consultancy Cost and Contract Period
The estimated consultancy cost is PKR 3,000,000 for the Individual Legal Consultant and PKR 4,000,000 for the Senior Individual Legal Consultant, making a combined estimated cost of PKR 7,000,000.
These are estimated consultancy costs, rather than stated monthly salaries. The contract period is 12 months or 365 days.
Bid Security
No monetary bid security is required. Applicants must submit the prescribed Bid Securing Declaration through EPADS v2.0. Proposals must remain valid for 90 days.
Selection Process
Proposals will be processed through the Single Stage–Two Envelope Procedure. Evaluation will follow Quality and Cost Based Selection, with 80% weight assigned to technical evaluation and 20% to financial evaluation. No interview will be conducted.
Consultants may submit proposals for one or both positions. Each position will be evaluated separately, and a single consultant cannot be awarded both positions.
